A version of the full report in Spanish is available from\u00a0<a href=\"http:\/\/bit.ly\/1nIhwBc\">http:\/\/bit.ly\/1nIhwBc<\/a> .<\/p>\n<p>The <a href=\"https:\/\/manuelacevedo.net\/lis2\/20-projects-2\">References<\/a> page of this web site provides access to most of the valuable information resources used in the evaluation.<\/p>\n<p>The consultants, Roxana Goldstein and Manuel Acevedo, express their gratitude to all the people who collaborated with the evaluation, particularly those supporting the process at Europe Aid; those visited in Chile, Brazil, Peru, Colombia, Costa Rica and Argentina; those who were interviewed remotely; and the evaluation management team at HiFab. They provided all the facilities, as well as their time, ideas and suggestions, for conducting a stimulating evaluation\/learning exercise.
