The three projects functioned as parts of more extended processes, which as the development of Information Societies themselves are works-in-progress. @LIS2 fit into a coherent continuum, progressing from where @LIS1 left off (in the 3 lines of intervention), and giving them the chance to achieve sustainability and thus become integrated into the human development panorama of Latin America.<\/p>\n<p><strong>Helpful programme design characteristics<\/strong>. The design attributes of the @LIS2 programme contributed to its successful results: (i) composed of only three projects, i.e. an easier programme to manage; (ii) well-chosen projects; already successful in @LIS1 and regional so extending more benefits widely; and, importantly, (iii) networked projects, involving a large, diverse community of stakeholders across the region and from Europe.<\/p>\n<p><strong>Coherence with existing policies<\/strong>. @LIS2 was in line with EU development cooperation policies, with its central aims to reduce inequalities and to deepen regional. (e.g. in LAC Regional Programming Strategy 2007-2013 and the \u2018Agenda for Change), and the areas of ICT and Information Society that were thematic priorities in EC\u2019s cooperation with LAC. The programme was also coherent with regional and national policies in the region, since the use and integration of technology is now part of the central development agendas in LAC. (<a href=\"https:\/\/www.dropbox.com\/s\/hdsrfn818awcnz9\/EU%20criterion%20-%20Coherence%20%28%40LIS%20programme%29.docx\">more on Coherence)<\/a><\/p>\n<p><strong>Strengthening Europe \u2013 Latin America relations<\/strong>. For over a decade, both @LIS phases have formed\/solidifies links between Europe and Latin America, whether among policy-makers, government officials, researchers or regulators. These human connections are as intangible as valuable, and will likely be leveraged over time for the benefits of the people on both sides of the Atlantic.<\/p>\n<p><strong>Little collaboration among projects or outwards<\/strong>. At the programme-wide level, the most evident weakness was the scarcity of internal collaboration among the three projects, when there seemed to exist potential for useful joint initiatives on various areas, including broadband and technological convergence, internet governance, research for social ICT applications, new higher education ICT-aided models, etc. Moreover, there were very few instances of collaboration with projects outside the @LIS2 domain (only significant one was with IADB on regional roaming under REGULATEL), or with bilateral EC member-states cooperation (again under REGULATEL, with Spains\u2019 telecom regulator CMT\/CNMC, and AECID). (<a href=\"https:\/\/www.dropbox.com\/s\/v0ag1hxcm4sgx1l\/EU%20criterion%20-%20EC%20Added-value%20%28%40LIS%20programme%29.docx\">More on EC Added-Value<\/a>)<\/p>\n<p><strong>Proper Communications and Visibility results<\/strong>.<br \/>\nThe activities related to Communications and Visibility, an important part of projects that have policy orientations and aim to achieve wide participation, were overall carried out properly by the projects. ALICE2 in particularly excelled on this front. Vast amounts of publications and informative material was produced, and some large events were held (CEPAL-@LIS2). Internal communications and interactive, web 2.0-based communications could have been better instrumented.
