@LIS2 was a development cooperation programme of the European Commission, focused on the area of Information Society and ICT for Development.

The consultants, Roxana Goldstein and Manuel Acevedo, express their gratitude to all the people who collaborated with the evaluation, particularly those supporting the process at Europe Aid; those visited in Chile, Brazil, Peru, Colombia, Costa Rica and Argentina; those who were interviewed remotely; and the evaluation management team at HiFab.
