Description of the @LIS2 Programme

@LIS2 used a multi-dimensional approach, taking into account aspects of infrastructure, capacity, contents and services, as well as policy and regulatory frameworks (as the image below represents). Its design was based on the outcomes from a first programme phase, @LIS1 (2001-2007):

Three core projects / lines of intervention:

  • Inclusive Political Dialogue and Exchange of Experiences’ (CEPAL-@LIS2)

–   to generate dialogue on Information Society experiences in Latin America leading to policy incidence (regionally and nationally), notably in relation to the eLAC process.

–  Implementing agency: CEPAL; total budget: 12M € (9M from the EC);

  • Latin America Interconnected with Europe-2’ (ALICE2)

–  to extend the RedCLARA network as e-infrastructure for collaborative research, in order to encourage and support academic research within the region and between Latin America and Europe.

–  Implementing agency: CLARA; total budget: 18M € (12M from the EC)

  • Consolidation of the Latin American Telecommunications Regulators Forum’ (REGULATEL)

– to support the harmonisation and integration of proper telecommunications regulatory practices across the región

– Implementing agency: REGULATEL AD[1]; total Budget: 1,252,800 € (1M from the EC).
