Mid-term @LIS2 Evaluation Recommendations

The mid-term programme Evaluation (August 2011), produced a series of recommended actions, summarized below together with their status at the end of implementation:

  • To create an integrated portal for the programme.

Status: an @LIS2 web site was created, but not truly functional as a portal.

  • To grant an extension of the programme until at least the end of 2012

Status: achieved.

  • To updating the logical framework of @LIS2 and create a Steering Committee in order to better exploit the synergies among the three core projects.

Status: it is unknown if the Committee was formally constituted; synergies were not fully exploited.

  • In CEPAL’s project, to include technical assistance to countries with the lowest lnformation Society indicators, such as most countries in Central America, Bolivia, Paraguay and possible others, particularly on institutionalisation of strategies, like with Digital Agendas.

Status: achieved.

  • To analyse mechanisms for providing technical assistance for countries not yet affiliated with or integrated into RedCLARA (e.g. Bolivia, Paraguay and Honduras), with a view to eliminating technical, financial and/or administrative deficiencies that prevented their membership.

Status: achieved.

  • To study possible current or future synergies between the components of the programme and other initiatives that exist in the region, such as the “Mesoamerican Digital Highway”.

Status: Minor advances achieved (see project ARRANCA under ALICE2 section 4.4).
