Communications and Visibility

The external Communications dimension for the projects was overal well implemented. The projects generated significant quantities of informative, substantive as well as outreach materials, particularly CEPAL-@LIS2. This project also managed major events like the two Ministerial-levels events carried out (Lima 2010, Montevideo 2013).

ALICE2 presents a special case, deemed a development best-practice by virtue of successfully covering all features of C&V work and introducing an innovative networking component that involved all direct beneficiaries in this part of the project (see text box below).

There was little use of social networks and other web 2.0 tools (particulary to allow interactive communications with stakeholders external to the projects).

The internal Communications dimension (within projects, among projects) was not as solid. Except for ALICE2, there were no internal, information workspaces where all involved stakeholders could participate;

The image and branding aspects of the programme (including visibility of EU’s support) was adequately projected in all projects, and particularly well in CEPAL-@LIS2.

Finally, the @LIS2 programme web portal (http://www.alis2.eu/en_index.html) was insufficiently developed, except for the news section which had adequate flow of content. It did not contain an internal section to facilitate inter-project contacts and collaboration.

ALICE2 – a best practive in Communications and Visiblity.RedCLARA is now well known in the region, even beyond academic circles. It is because they paid significant attention to Communications and Visiblity from the start of implementation. The following points provide some indications of how it was carried out:

  • A specific project objective for Communications and Visibility (C&V); 528,000€ (3,3%) of funding.
  • Detailed C&V strategy and plan, updated yearly, and closely monitored for results.
  • Modern, well architected web site, with intuitive access to all publicly available project content (RedCLARA produced numerous materials during that time)
  • Close adherence to EC’s Visibility Guidelines (preparing and distributing an ‘ALICE2 Image Use Manual’ for the national networks, including document and presentation templates).
  • Internal communications via a well-designed intranet, from where all project plans, activities (by objective) and reports were accessible.
  • Creation of a Public Relations network comprised of Communications specialists from each of the national networks.
  • Annual Public Relations reports
